McFadden was born on 27th May 1956 in Lewiston, Maine, United States. She is the foster daughter of Warren Graham McFadden and Arlene Ridley McFadden, who saw her next-door of an orphanage center and decided to bring her under the wings.
Upon high school graduation, McFadden enrolled at Bowdoin College in 1976. She later became an honorary member of Phi Beta Kappa and summa cum laude after earning a Bachelor in Political Science and Government degree in 1978.
